"Srebrenica: A Town Betrayed" is the name of 2010 Norwegian documentary. At the encouragement of the Clinton Administration, it documents how the Bosnian Muslim government was prepared to exchange territory in Srebrenica for Serbian territory near Sarajevo. NATO would intervene militarily on behalf of the Bosnian Muslims if 5,000 Muslims were killed in Srebrenica by the Serbs.
"Srebrenica: A Town Betrayed" is confirmed by a Dutch report. Bosnian Muslim President Alija Izetbegovic told the Srebrenica delegation of a proposal by US President Bill Clinton in 1993 OR 2 years before the end of the war in 1995. If 5,000 Muslims were killed in Srebrenica by the Serbs, a NATO military intervention would follow. The key excerpt starts at 2:56 and goes until 4:05. (Emphasis added.)
[Chief of Police Mehovic:] “Alija told us about Clinton’s proposal. Chetniks [Serbs] would occupy Srebrenica and kill off 5,000 Muslims. A military intervention would follow. What did we think of that? We rejected this proposal. We thought it was outrageous to murder 5,000 people.”

The idea of an American president proposing that Serbian troops attack Srebrenica and carry out a massacre to justify a military intervention seemed utterly ludicrous. But the UN investigation shows Hakija’s words are not unfounded. UN report: “Some surviving members of the Srebrenica delegation have stated that President Izetbegovic also told them that he had learned that a NATO intervention in Bosnia and Herzegovina was possible, but could only occur if the Serbs were to break into Srebrenica, killing at least 5,000 of its people.”
The above text and video was posted by Ms. Julia Gorin. At the beginning of the war in 1992 and 1993, "[m]ore than 1,300 Serb civilians (were) butchered by Muslim forces under Naser Oric," according to former US National Security Agency (NSA) Analyst John R. Schindler.

Mr. Schindler was quoted at in the time stamp of 10:41:24:23 or 41:50 in this YouTube video. When Mr. Schindler said Naser Oric "butchered" Serbs, Oric beheaded some Serbs and burned others.

The blowback would travel from Bosnia in 1990s directly to September 11th as some of the September 11th hijackers fought with the Bosnian Muslims in the 1990s.

She is in a waiting room of Bosnian Muslim President Alija Izetbegovic’s office in order to interview him when she runs into bin Laden. He gives her a business card but at the time she does not recognize the name. They speak for about ten minutes and he talks to her in excellent English. He asks no questions but reveals that he is in Bosnia to help bring Muslim fighters into the country and that he has a Bosnian passport. Izetbegovic’s staffers seem displeased that bin Laden is speaking to a Western journalist. One tells her that bin Laden is 'here every day and we don’t know how to make him go away.' In 1994, the Bosnian Muslim passport provided Bin Laden the opportunity to travel with fewer restrictions as he prepared for the September 11th attacks. Bin Laden also recruited thousands of mujahideen to fight on behalf of the Bosnian Muslims.
Khalid Sheikh Mohammed (KSM) was the "principal architect" of the 9/11 attacks. KSM was granted Bosnian Muslim citizenship in 1995.
The "blowback" that Mr. Schindler referred to continues to the present day (2020) as there are fighters from Bosnia fighting in Syria.
President Izetbegovic was the author of the "Islamic Declaration" in 1970. He called for the creation of an Islamic republic from Morocco to Indonesia. A key excerpt is here.

Izetbegovic was jailed twice, first for his membership in the Young Muslims which was allied with Handzars. The Handzars were allied with the Nazi SS during WWII. He served 3 years in prison.
He was later sentenced to 14 years in jail for "The Islamic Declaration" in 1983 but released in 1988.
Why Srebrenica was a war crime and NOT genocide
Dr. Efraim Zuroff is the Chief Nazi hunter of the Simon Wiesenthal Center in Jerusalem. Prior to the final attack on Srebrenica in July 1995, Bosnian Serb General Ratko Mladic evacuated women and girls. Therefore, it was a war crime "'[b]ut it wasn't genocide.'"
Portuguese General Carlos Martins Branco published his memoirs in 2016. General Martins Branco was the former United Nations Military Observer to Croatia and Bosnia and Herzegovina. Stephen Karganovic reviewed his memoirs.

Professor Edward Herman of the University of Pennsylvania was a chief critic of the Srebrenica "genocide" mantra. He was a prolific writer on the issue. This is a key excerpt from

"What happened next is only debatable in scale. The Bosnian Muslim men and older boys were singled out and the elderly, women and children were moved out or pushed in the direction of Tuzla and safety. It's a distasteful point, but it has to be said that, if you're committing genocide, you don't let the women go since they are key to perpetuating the very group you are trying to eliminate. Many of the men and boys were executed and buried in mass graves.
"Evidence given at The Hague war crimes tribunal casts serious doubt on the figure of "up to" 8,000 Bosnian Muslims massacred. That figure includes "up to" 5,000 who have been classified as missing. More than 2,000 bodies have been recovered in and around Srebrenica, and they include victims of the three years of intense fighting in the area. The math just doesn't support the scale of 8,000 killed."
Regarding General MacKenzie's point, scale is an important factor in determining genocide. For example, the Holocaust claimed the lives of over 6 million Jews in WWII. Another example is the genocide of 3.5 million people by the Ottoman Empire from 1915 to 1923, also known as the The Great Crime. The 3.5 million includes 1.5 million Armenians as well as 950,000 Greeks, 750,000 Assyrians and others. Turkey has yet to acknowledge much less apologize for The Great Crime.

Conclusion
I hope the Commission led by Dr. Greif can help bring healing and reconciliation to the different groups. The memories of all the dead Serbs, Croats, Muslims and others deserve justice. Until then, the region will never know a lasting peace. The ripple effect spanned the globe as Osama Bin Laden, Khalid Sheikh Mohammed (KSM), and some of the September 11th hijackers fought on behalf of the Bosnian Muslims. That tragic day continues to haunt the world to the present day. Vechnaya Pamyat! Memory eternal!
I hope the commission investigates Naser Oric's crimes in greater detail. For example, Oric enjoyed showing Toronto Star reporter Bill Schiller reporter a videotape of his "'war trophies'". "'We killed 114 Serbs there'..."
Schiller's reporting is backed by Ibran Mustafic. Mustafic was a war veteran and a member of the main SDA political party.
The commission should also investigate Mustafic's disclosure of Bosnian Muslims killing their own civilians.
"At least 1,000 Bosnian Muslims from Srebrenica were killed by their compatriots during the breakthrough to Tuzla in July 1995, because there were lists of those who have prevented from reaching the freedom, at any cost."
The pain still lingers 25 years later as justice has NOT been served. Naser Oric is the chief target of resentment by BOTH Serbs AND Muslims. Serbs were angry that Oric was acquitted by the war crimes tribunal despite evidence of killing over 1,300 Serbs. The Muslims of Srebrenica such as Messrs. Mehovic and Mustafic are bitter for being sacrificed by Presidents Clinton and Izetbegovic. Oric was supposed to protect the Muslims of Srebrenica but he left Srebrenica long before July 1995. Mr. Mustafic wrote that Oric should receive 20 years in prison for what he did to the Bosnian Serbs and 200,000 YEARS IN PRISON for what he did to Bosnian Muslims.

3. The “Genocide of Srebrenica” (1995)
The “Genocide of Srebrenica” in July 1995 is regarded as the sad climax of the Bosnian war. According to Western accounts originally based on a report by the US government, more than 8000 Bosnian civilians may have been killed.
But according to Phillip Corwin, the highest-ranking UN civilian official in Bosnia during the war, the actual evidence points to a more complex situation and a somewhat different context. Corwin called the official Western account of events in Srebrenica a “distortion”.
The late political scientist Edward S. Herman and the former CIA officer Robert Baer, who was operating in Yugoslavia during the war, even spoke of a “fraud” in this regard.

A Dutch report detailed President Alija Izetbegovic telling the Srebrenica delegation of a proposal by US President Bill Clinton. If 5,000 Muslims were killed in Srebrenica by the Serbs, a NATO military intervention would follow. The key excerpt starts at 2:56 and goes until 4:05. (Emphasis added.)

The idea of an American president proposing that Serbian troops attack Srebrenica and carry out a massacre to justify a military intervention seemed utterly ludicrous. But the UN investigation shows Hakija’s words are not unfounded. UN report: “Some surviving members of the Srebrenica delegation have stated that President Izetbegovic also told them that he had learned that a NATO intervention in Bosnia and Herzegovina was possible, but could only occur if the Serbs were to break into Srebrenica, killing at least 5,000 of its people.”
